A whistleblower disclosure provided to the House Judiciary Committee has claimed that the FBI, under the direction of then-FBI Director James Comey, covertly targeted then-candidate Donald Trump’s 2016 campaign by embedding undercover agents known as “honeypots.” The disclosure suggests that the operation was ordered in 2015 without a documented case file, a step typically required for official investigations.
The whistleblower alleges that two FBI agents infiltrated Trump’s campaign, traveling with the team to gather information without any specific legal justification. According to the report, the FBI was looking to uncover damaging material on Trump’s campaign, though no official crime was being investigated. Comey reportedly enlisted FBI Deputy Director Dave Bowdich and Assistant Director Paul Abbate to aid in overseeing the mission.

One focus of the investigation was reportedly Trump campaign adviser George Papadopoulos, who later pleaded guilty to providing false information to the FBI. Papadopoulos was later pardoned by President Donald Trump in 2020. The whistleblower stated that the investigation was abruptly ended when a news outlet acquired a photo of one of the agents, prompting the FBI press office to persuade the publication not to release it.
After the operation concluded, the whistleblower claims that agents involved were reassigned, with one agent allegedly transferring to the CIA to avoid testifying on the investigation. Chris Swecker, a former FBI Assistant Director, described the allegations as an egregious violation of standard procedure, noting that such an operation would normally need approval from the attorney general.
