Sen. Moreno Introduces Bill To Keep Foreign Flags Out Of Congress

Sen. Bernie Moreno (R-OH) has introduced a bill that would prohibit foreign flags from being displayed in the U.S. Capitol, citing frustration over lawmakers’ decision to wave Ukrainian flags during President Donald Trump’s speech.

The bill, named the “Allegiance Act,” would make it illegal for members of Congress to use government funds to purchase or display foreign flags on Capitol grounds. Moreno, who became a U.S. citizen as a teenager, said he was outraged to see foreign banners replacing American symbols in the halls of government.

“We represent the United States of America, not Ukraine or any other country,” Moreno said. “Bringing foreign flags into Congress is a disgrace to the people who elected us.”

The proposal follows a confrontation between Trump and Ukrainian President Volodymyr Zelensky at the White House. Zelensky, whose leadership has been criticized due to his refusal to hold elections while ruling under martial law, was ejected from the meeting after berating Trump and Vice President JD Vance. The fallout from the exchange led to a freeze on U.S. military aid to Ukraine and a suspension of intelligence-sharing.

Before Trump’s address, Moreno and several Republican senators distributed American flags to their colleagues in response to Democrats’ decision to highlight Ukraine’s flag inside the chamber. Moreno said the act was meant to remind lawmakers where their loyalty should lie.

Moreno has emerged as one of Trump’s strongest supporters in Congress, consistently voting for the administration’s agenda and opposing policies that prioritize foreign interests over American citizens.
