
House Republicans, with support from President Donald Trump, are advancing the Constitutional Concealed Carry Reciprocity Act (H.R. 38) to restore Second Amendment protections for Americans across state lines. Backed by over 120 Republican lawmakers, the legislation aims to simplify concealed carry regulations, benefiting nearly 22 million law-abiding gun owners nationwide.
Introduced by Rep. Richard Hudson (R-NC), the bill ensures that concealed carry permits issued by one state are recognized in all others. Residents of Constitutional Carry states, where permits are not required, would also be able to carry in other states under this legislation. The bill would maintain each state’s authority to enforce its own specific gun laws while guaranteeing that citizens’ rights are not infringed when traveling.

“Our Second Amendment right does not disappear when we cross invisible state lines, and this commonsense legislation guarantees that,” said Rep. Hudson. He emphasized that the bill addresses decades of restrictive gun laws by ensuring consistent protections for firearm owners.

Advocates highlight the need to dismantle a confusing network of state-level regulations that have disproportionately impacted gun owners in states with stricter laws, such as New York and California. Gun Owners of America and the NRA have endorsed the legislation, calling it a significant step toward restoring constitutional freedoms for firearm owners. “Congress has the opportunity to deliver the greatest legislative victory for the gun rights movement in a century,” said Aidan Johnston, GOA’s Director of Federal Affairs.

The bill also responds to the Supreme Court’s 2022 Bruen decision, which reaffirmed Americans’ right to carry firearms for self-defense. Despite the ruling, blue states have continued to impose restrictions, designating broad “sensitive locations” where concealed carry remains prohibited, creating ongoing challenges for gun owners.
